What is the DUA Bill?

Introduced to Parliament in November 2024, it’s the UK’s latest attempt to bring its data laws into the modern age. For starters, it’s giving the old Privacy and Electronic Communications Regulations (PECR) a much-needed update.

One big win? The bill sets the stage for digital ID verification which could create a world where verifying identity online is easy, secure, and works everywhere — from opening a bank account to accessing public services. The DUA Bill is building the foundation to make it happen.

Businesses may also get a break with the loosening of rules around privacy notices and what counts as “legitimate interests” for processing personal data. Companies will be able to handle data for freely for direct marketing, internal admin, or keeping networks secure. A new concept introduced is ‘recognised legitimate interests’, which covers more serious elements of data management like national security, emergencies, and protecting vulnerable people.

While the government is carving out a distinct regulatory path for the UK, it is hinting at a return to closer ties with the EU. So, we are likely to see a pivot back towards EU-aligned rules in what can be seen as a political tug-of-war between innovation freedom and regulatory familiarity.

AI and DLT are making data sharing more important (and trickier) than ever. The challenge for the UK is finding the sweet spot where groundbreaking innovation can thrive without leaving data protection behind.

The DUA Bill is a step forward, but the real test will be whether it can keep pace with the tech world while keeping consumers and businesses happy.
